Creating Our Own Economic Future

The Northeast Tennessee Workforce Investment Board co-sponsored the "Creating our Own Economic Future" symposium which brought together more than 260 representatives from regional governments, businesses, educational institutions, and Chambers of Commerce.

The symposium explored new and emerging trends and marketplace influences that need to be considered in aligning strategies for positive economic change in our region.  This collaboration is critical for our local area to attract the proper mix of high-tech industries and the  appropriate skilled workers.

Because of LWIA 1's commitment to developing strategic partnership Tennessee Department of Labor and Workforce Development selected our area as a Bi-State (Tennessee and North Carolina) Pilot Model for Inter-Regional Initiatives. An employer survey is being developed which will be used to assist the Initiative in creating a working model for each state's economic needs and concerns.  For more information please e-mail; Kathy Pierce 

 

 

Youth Council Update-Karen Rowell

 

As the appointed Chairperson of the Northeast Tennessee Youth Council, I am focused on the coming year and my new challenges and responsibilities. I look forward to the new opportunities to serve the youth in our region during the upcoming year and to build on what has already been accomplished.

 I would also like to reflect on what has already been achieved over the previous year and thank the members for their dedication and continued commitment to the youth in northeast Tennessee and for the hard work that has resulted in these numerous accomplishments.

In addition, I would also like to take this opportunity to thank the staff of the Alliance for Business and Training for the professional way they advise and guide the Workforce Investment Board and Youth Council and for their contributions to the achievements and successes we celebrate in this Annual Report.

WIA Services makes a Difference, Thank You                                                       Article by Beth; NE TN Career Center Johnson City, TN,

 

My name is Beth. I am an LPN student in the evening class at Tennessee Technology Center at Elizabethton, TN. I am a single mother of two children ages three and six. Growing up I was surrounded with family members in the medical field. My life long dream has been to become a neonatologist. Becoming an LPN is just the first step on the stairway of my dream.  Obtaining my LPN license will not only provide a job with security, excellent pay, and benefits, but also will allow me to continue with my education. School has been a wonderful experience.

I have gained not only knowledge from my classes and experience from clinicals, but also gained a new self worth. Through school I found the strength, the courage, and the support I needed to free myself from an abusive relationship. I tried several times before to leave, but always went back due to a lack of financial support. My dreams were looking very dim after working several dead end jobs and struggling to raise two children. However, those dreams have now been relit and the future is brightening for not only my life, but my children's lives.

I would like to take the time to thank each person who makes AB&T possible. It is each of you who has helped change my life. While living in Safe Passage, the domestic violence shelter, I did not know where my children and I would be living, but I never had to worry about how school was going to be paid for. I can never thank each of you that played a part in this. When your day at work seems gloomy and you wonder if you will ever get to go home I hope that you will remember my story and smile because I am only one of thousands that you have helped. Thank you again to everyone who has helped me to get on the road to my new life.

 

 

Career Center Highlight; Elizabethton, Tennessee

 

The Tennessee Career Center in Elizabethton, Tennessee is an affiliate of the Northeast Tennessee Career Center System. The Elizabethton Center is located at the Workforce Development Complex on Highway 91. The Elizabethton Center is designed to offer services to job seekers and employers of Carter County on local, state, and federal workforce development services at a One-Stop Workforce Service Center.

Elizabethton Center is a unique concept in Northeast Tennessee because it not only serves as a Tennessee Career Center but the Workforce Complex also houses AB&T (Alliance for Business & Training) corporate office, the Northeast State Community Technical College, Carter County,  Department of Labor and Workforce Development, Adult Education, EDC of Carter County, and Department of Human Services, Family First.

Elizabethton Center offers the following services to Job Seekers: assess skills, career change research, job openings, resume writing, interviewing skills, employment workshops and training, occupational training assistance, internet access, telephones, and employment resource room.

Elizabethton Center offers the following services to Employers: publicize job openings, recruit qualified personnel, pre-screen applicants, on-site interviews, tax credit programs, training cost reimbursement, Labor Market information, and assistance during plant closures or downsizing.

The Elizabethton Career Center provides a dynamic network of employment, educational, and training assistance to serve as a bridge to connect people and jobs in Carter County, Tennessee.  For more information please e-mail Marquita Tittle 

 

Health Care Skills Demonstration Project

In response to the need of skilled health care employees which were identified by surveying local industry employers by the the Northeast Tennessee Technical Skills Training Initiative. AB&T and LWIA1 applied for and was awarded three Skills Shortage Demonstration Projects funded through the State of Tennessee Department of Labor and Workforce Development, two for LPN training and one for Radiologic Technologist. The purpose of these projects are to reduce the health care skills shortages and employee shortages in LWIA 1 through the development of an ongoing cooperative, training consortium governed by private sector employers.

This collaborative effort includes the Northeast Tennessee Workforce Investment Board, the Alliance for Business and Training, the Tennessee Technology Center at Elizabethton, Mountain States Health Alliance, Frontier Health and East Tennessee State University. The need for employees possessing diverse skills in health care will continue to be a critical  employment issue for Northeast Tennessee and will require constant planning and innovative solutions. Freedom to Work Initiative

LWIA 1 received a Department of Labor Work Incentive Grant, Freedom to Work Initiative, to augment existing services offered through the Northeast Tennessee Career Center system for individuals with disabilities.  Freedom to Work's comprehensive strategies include the incorporation of partnerships, coalition development, enhanced assistive and accessible technologies, dedicated staff positions, Career Center staff training and leverage of direct services.

At present the Freedom to Work program accomplishments include: established strategic partnership  "Freedom to Work Advisory Board"; created Freedom to Work Initiative Website at freedomtowork.org; Awareness meetings  for local employers, organizations and staff on the Americans with Disabilities Act, Accommodations, Tax Incentives and Hiring the Individuals with Disabilities; purchased and installed Assistive Technology (TDD, Automatic Accessible Door Openers, AT Computer Stations, Wheelchair Accessible Tables), upgraded Physical Facilities; trained Staff on Windows 2000  Technology, AT Software, TDD, Access for All, At Your Service, Disability Sensitivity, Section 508 Awareness; developed Resource and Training Manual for Career Center Staff; evaluated the Career Centers for Section 188 Accessibility Checklist.

Freedom to Work services are available to all customers who participant in the Northeast Tennessee Career Center system.  The continuing development of Freedom to Work supports the Northeast Tennessee Workforce Investment Board's objective of a welcoming and progressive environment that encourages a universal use of all resources and services of the Career Center Services. H1-B Technical Skills Training Initiative

The Northeast Tennessee Technical Skills Training Initiative (H1-B) coordinates with industries throughout Northeast Tennessee for the purposes of preparing the local labor market for skill shortage occupations. Both employed and unemployed workers needing job specific training have been identified.  A collaborative effort by cosigned partnerships is facilitated through the involvement of regional universities, local community colleges, and technical schools. Twelve participating employers have identified training needs for 2,831 employed workers and hiring needs of 197 unemployed workers.  

The Northeast Tennessee Demonstration Project is developing an ongoing, cooperative, private sector consortium to train incumbent workers in a diverse range of occupation and skill levels through the application of both on and off work-site training programs.  Approximately 1,900 incumbent workers are receiving training or retraining including information technology, manufacturing, and health care.  Participating organizations include the Northeast Tennessee Workforce Investment Board, 19 local businesses and 4 area educational training institutions.

The implementation of rigorous benchmarking and tracking systems in the implementation process has provided concrete data that demonstrated direct benefits which are tied to market-driven workforce development. Accomplishments of the Workforce and Economic Partnerships due to Northeast Tennessee Technical Skills Training Initiative (H1-B) are: *$1,000,000 savings on contract labor, *$200,000 increase in sales,*86% increase in employee satisfaction.  For more information please   e-mail, Kathy Pierce
